Godongwana Concerns and Government Efforts
Date: November 1, 2023
President Ramaphosa Hints at Possible Extension of R350 SRD Grant. In a recent address, President Cyril Ramaphosa suggested the potential extension of the R350 Social Relief of Distress (SRD) grant, emphasizing its crucial role in supporting vulnerable citizens. This announcement comes as Finance Minister Enoch Godongwana is scheduled to present the Medium-Term Budget Policy Statement.
Ramaphosa Commitment to Social Grants
During his address, President Ramaphosa reaffirmed the government’s commitment to protecting spending on essential services, including health, education, and policing. He recognized the vital role of social grants, particularly the SRD grant, and public employment programs in alleviating poverty and enabling recipients to seek employment and engage in economic activities.
Government Prior Actions
The R350 SRD grant was originally introduced in May 2020 to assist low-income households during the height of the pandemic. Earlier in 2022, President Ramaphosa extended the grant until March 2024. However, at that time, Finance Minister Godongwana stated that discussions were ongoing about its replacement and the associated financial considerations. He emphasized that any permanent extension or replacement would necessitate either increased revenue, reduced spending in other areas, or a combination of both.
Efforts to Support the Vulnerable
In February of the same year, President Ramaphosa indicated that work was underway to develop a mechanism for targeted basic income support for the most vulnerable, distinct from the SRD grant. The aim was to enhance the innovative approach of the R350 SRD Grant, including efficient data utilization across government entities to ensure assistance reaches those in need.
These developments signal the government’s ongoing commitment to providing financial relief to its most vulnerable citizens, while navigating the fiscal challenges associated with these critical support programs.
