Social Development Minister Nokuzola Tolashe has confirmed her department’s dedication to supporting grant beneficiaries as they move from the traditional SASSA Gold Cards to the new Postbank Black Cards. Acknowledging the challenges of the process, Minister Tolashe emphasized the need to protect vulnerable beneficiaries, particularly older persons and individuals with disabilities.

“It is our duty to protect our beneficiaries who are badly affected by the process of card replacement, especially the most vulnerable group, older persons and persons with disabilities,” stated Minister Tolashe.

SASSA and Postbank Collaboration

While Postbank is directly responsible for migrating beneficiaries to the new Black Card, SASSA has pledged full cooperation to facilitate the process. Minister Tolashe acknowledged the complications caused by decisions from Postbank and the South African Reserve Bank but stressed the importance of finding sustainable solutions rather than assigning blame.

“During times of difficulty, it is not in our interest to be pointing fingers, even if we know the truth. It is for us to find solutions to the challenge at hand and rally all our stakeholders towards a sustainable solution,” she added.

SASSA’s Acting CEO, Themba Matlou, outlined concrete steps being taken to expedite the distribution of new cards. These measures include:

  • Extended working hours at card replacement sites to accommodate more beneficiaries.
  • Deployment of staff at designated locations to assist with the process.
  • On-site support teams comprising two SASSA employees per site to manage queues and prioritize elderly and frail individuals.
  • Community outreach initiatives targeting rural areas and locations without Postbank card replacement facilities.

SASSA aims to clear the backlog of payment method changes by 21 February. Additionally, Minister Tolashe has encouraged committee members and the public to report any difficulties encountered during the transition, reinforcing the agency’s commitment to transparency and continuous improvement.
