Resolving the Glitches

Communications and Digital Technologies Minister, Mondli Gungubele, provided an update, confirming that the technical glitches had been resolved. Beneficiaries now have access to their funds through various channels, including bank ATMs, retailers, and Post Office branches, with immediate availability of funds in their accounts.

Preventing Future Challenges

The government is actively taking measures to prevent similar challenges in the future. With the October payment cycle approaching, preparations are underway to ensure a smoother experience for beneficiaries.

Root Cause Clarification

Gungubele clarified that the main issue behind Postbank’s glitches was misrepresented in the public domain. Contrary to false narratives, the problems stemmed from Postbank’s migration to a new payment system, which was part of an ongoing system upgrade program mandated by the South African Reserve Bank. Planning for the migration began in July, and the issues were swiftly addressed.

Continued Use of Sassa

Bankcard Contrary to rumors, the glitches were not related to the expiration of the Sassa bankcard, which will remain in operation until December. Beneficiaries can continue using these cards without disruption.

Board Resignations

Gungubele assured the public that the resignations of Postbank board members would not impact the payment of social grants, as they were not involved in day-to-day operations. A new board will be appointed in due course.

Avoiding Exploitation

The minister urged the public not to exploit the recent payout delays for “cheap political or criminal gain.”

Background on Payment System

Postbank had previously cited challenges in paying grants due to the discontinuation of its integrated grant payment system (IGPS) by the Post Office. The IGPS was reinstated in November 2022 and migrated to a secure cloud environment. Postbank took over the administration of social grant payments in October 2022 amid financial challenges faced by the Post Office, which had initially been appointed to manage these payments after terminating its contract with Cash Paymaster Services (CPS) in 2018.
