Students Concerned About NSFAS Funding Increases. The National Student Financial Aid Scheme (NSFAS) plays a crucial role in supporting financially disadvantaged students in South Africa. Finance Minister Enoch Godongwana recently announced an increase in the NSFAS budget from R53.6 billion to R55.4 billion for the upcoming year. This additional R1.8 billion allocation should, in theory, provide relief to thousands of students struggling with tuition, accommodation, and living costs. While this increase is welcomed, student unions and educational bodies have expressed concerns about how these funds will be managed and distributed.
Keamogetswe Masike, President of the South African Student Federation, emphasized that the additional funding should be strictly used for its intended purpose. Past incidents of corruption and mismanagement within NSFAS have eroded trust in the system, leaving students and stakeholders questioning whether the money will genuinely reach those who need it most.
Persistent Corruption and Mismanagement at NSFAS
Over the past two years, NSFAS has been plagued by allegations of financial mismanagement and corruption. Several high-ranking officials have been accused of misusing public funds, effectively turning NSFAS into their personal financial reserve.
Masike highlighted that corruption within the scheme is a deep-rooted issue, stating, “The issue here at NSFAS is not about the people presiding over this entity, but about the corruption that is plaguing the scheme.”
This mismanagement has not only resulted in wasted funds but has also severely impacted students, many of whom depend on NSFAS for their education and basic living expenses. The scheme has struggled with administrative inefficiencies, leading to delays in allowance disbursements and a backlog of unpaid allowances from previous years. These challenges have disrupted students’ academic progress and heightened anxiety among applicants awaiting funding confirmation.
NSFAS Leadership Changes and New Strategic Direction
The instability at NSFAS led to the dissolution of its previous board, which was dismissed by former Higher Education Minister Blade Nzimande. This decision came in response to widespread funding challenges, administrative failures, and concerns over corruption. Following this, NSFAS was placed under administration in an effort to restructure and improve its operations.
In a bid to restore confidence and efficiency within NSFAS, a new board and acting CEO have been appointed. Higher Education Minister Nobuhle Nkabane has urged the new leadership to implement necessary reforms, address existing inefficiencies, and ensure that students are not left behind. She emphasized the importance of reviewing the organizational culture and financial strategies to stabilize NSFAS.
“When you get into that organization, turn it around, review the culture, review the strategy, and make sure it works. Ensure that it does not leave anyone behind,” Minister Nkabane stated.
The newly appointed board comprises three members with backgrounds in Chartered Accounting, along with CEO Wassiem Carrim, who is also a Chartered Accountant. This composition is expected to bring a more structured and financially sound approach to NSFAS operations, thereby reducing instances of corruption and mismanagement.
Delayed Allowances and Student Hardships
One of the most pressing issues NSFAS-funded students face is the delay in receiving allowances. Many students rely on these funds for their accommodation, food, and study materials. When payments are delayed, it disrupts their ability to focus on academics and creates unnecessary financial stress.
To address these concerns, NSFAS has launched a closeout project to finalize all outstanding payments. The scheme has also directed institutions to allow NSFAS-funded students to register for their studies while awaiting fund disbursements.
In a statement released on 31 January 2025, NSFAS assured public institutions that measures were in place to ensure students receive their financial support. However, many students remain skeptical due to past delays and broken promises.
Rebuilding Trust and Efficiency
While the increase in NSFAS funding is a positive development, it is clear that financial aid alone is not enough to resolve the challenges faced by the scheme. The newly appointed leadership has a significant responsibility to restore faith in NSFAS by eliminating corruption, improving administrative efficiency, and ensuring timely disbursement of funds.
Parliament has expressed confidence in the new NSFAS board, but it remains to be seen whether the leadership can deliver tangible improvements. With thousands of students depending on NSFAS for their education, urgent action is required to ensure that funding reaches those who need it most without unnecessary delays or mismanagement.
